To the People of Korea:

As Commander-in-chief, United States Army Forces, Pacific, I do hereby proclaim as follows:

Article V

For all purposes during the military control, English will be the official

맥아더 미 육군원수의 포고령 제1호

조선주민에게 포고함:

태평양 미육군 최고사령관으로서 다음과 같이 포고함.

일본국 천황과 일본 정부와 일본군 대본영을 대표하여 서명한 항복문서의 조항에 의하여, 본관 지휘 하의 승전군은 오늘 북위 38도 이남의 조선 지역을 점령함.

오랫동안 조선인의 노예화된 사실과 적당한 시기에 조선을 해방·독립시킬 결정을 고려한 결과 조선 점령의 목적이 항복문서 조항 이행과 조선인의 인권 및 종교상의 권리를 보호함에 있음을 조선인에게 확언함. 이 목적을 위하여 적극적 원조와 협력을 요구함.

본관은 본관에게 부여된 태평양 미육군 최고지휘관의 권한을 가지고 이로부터 조선 북위 38도 이남의 지역과 동지의 주민에 대하여 군정을 설립함에 따라서 점령에 관한 조건을 다음과 같이 포고함.

제1조

북위 38도 이남의 지역과 주민에 대한 모든 행정권은 당분간 본관의 권한 하에서 실행함.

제2조

정부 공공단체 또는 기타의 명예직원과 고용과 또는 공익사업 공중위생을 포함한 공공사업에 종사하는 직원과 고용인은 유급, 무급을 불문하고 또 기타 제반 중요한 직업에 종사하는 자는 별도의 명령이 있을 때까지 종래의 직무에 종사하고 또한 모든 기록과 재산의 보관에 임할 것.

제3조

주민은 본관 및 본관의 권한 하에서 발포한 명령에 즉각 복종할 것. 점령군에 대하여 반항 행동을 하거나 또는 질서 보안을 교란하는 행위를 하는 자는 용서 없이 엄벌에 처함.

제4조

주민의 소유권은 이를 존중함. 주민은 본관의 별도의 명령이 있을 때까지 일상의 업무에 종사할 것.

제5조

군정기간 중 영어를 가지고 모든 목적에 사용하는 공용어로 함. 영어와 조선어 또는 일본어간에 해석 및 정의가 불명확하거나 또는 같지 않을 때는 영어를 기본으로 함.

제6조

이후 공포하게 되는 포고 법령 규약 고시 지시 및 조례는 본관 또는 본관의 권한 하에서 발포하여 주민이 이행하여야 될 사항을 명기함.
